It's in the middle of the lake probably because it's the train station that got flooded and repurposed, as mentioned in Act IV.

Just follow the instructions in the game. The radio is at the bottom left corner, so just change the frequency until there's less static. The dialogue will tell you if it fits the criteria (something akin to familiar but weird)
